Nottingham City Council (NCC) and Leicestershire County Council (LCC) formed the East Midlands Shared Services partnership (EMSS) which came into being in 2010. EMSS also provides HR and payroll services to a number of additional organisations. The exact services provided by EMSS vary by Council and EMSS therefore has, in some places, different processes depending on the customer.

The Councils had been using Oracle E-Business Suite for its Finance and HCM business services which has now been replaced by Oracle Fusion and PaaS Cloud platform. The Oracle E-Business Suite platform is now only working in an archived mode with limited support requirements current provided by the in-house ICT team.
The new Oracle Fusion and PaaS Cloud platform is to be supported by an external managed service provider to be selected through this tender process.
