seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
An urgent modification is required to extend the above contract for a further year from 1 April 2025 to 31 March 2026 to ensure that posts and interventions that are funded by the Drug and Alcohol Treatment and Recovery Improvement Grant (DATRIG) can continue so that there is no gap in provision for service users which could place them at risk.
In 2022 a competitive procurement was undertaken to award the above contract, as Durham County Council (DCC) had been awarded the Supplementary Substance Misuse Treatment and Recovery Grant (SSMTRG) for a three-year period up until 31 March 2025. DCC was subsequently also awarded the Housing Support Grant (HSG), so the contract was modified in 2023/24 and 2024/25 to incorporate this additional funding stream.
During 2024/25, DCC has been awaiting confirmation from the Office for Health Improvement and Disparities (OHID) regarding grant funding beyond March 2025. In December 2024, the Director of Public Health (DPH) received notification of indicative allocations for the SSMTRG and HSG for 2025/26, which are being combined with two other funding streams into a larger grant, the DATRIG. DCC was required to submit its proposed DATRIG plan for 2025/26 to OHID by 28 February 2025.
The DPH did not receive notification of the confirmed grant allocations for 2025/26 until 21 March 2025 and DCC's DATRIG plan was not approved by OHID until 2 April 2025. Due to the late confirmation of funding and approval of the grant plan, which were external factors beyond the control of DCC, it is not possible to conduct a full application of the PSR regulations.
