two.2.4) Description of the procurement

This is a voluntary ex ante transparency notice and is intended to provide notice of NHS BLMK Clinical Commissioning Group intention to award a contract for a PCN service ( to cover four practice populations who have opted out of the PCN DES) of £1,242,556 to Lea Vale Medical Group for a period of 10 months to commence in June 2022.

Four Central Bedfordshire Practices have opted out of the PCN DES.

The CCG must ensure the delivery of the Network Contract DES as soon as practicable

Previously approved PCNs have been approached to provide the service and the CCG has engaged with a range of PCNs and local GP provider organisations as well as the LMC.

In view of the urgent need to maintain services and consequences for patients being disadvantaged one PCN has agreed and been appointed to provide DES Services until the 31st March 2023.

This approach ensures the patients of the four opted out practices will have continued access to the full range of network services with minimal disruption and it meets the directions of the DES ensuring services are provided as soon as practicable.

Investment and Income fund £192,887 Total budget based on national profile. No in-year payment expected to be made at present.

Actual payment will be based on 22-23 achievement and made in 2023-24 once declaration is made and validated.

Payment will be made as pass through payments to individual practices to support clinical development to achieve DES requirements.

ARRS Funding £747,978 Maximum budget shown. Payments will be monthly in arrears based on ARRS submission by PCN via portal Care Homes Premium (10

The Service to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the "Regulations") as amended by The Public Procurement (Amendment etc) (EU Exit) Regulations 2020, (the "Regulations".

As such, the Contracting Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.

BLMK CCG has awarded a ten-month contract for a PCN DES without prior publication:

This was strictly necessary for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, as the time limits for the open or restricted procedures or competitive procedures with negotiation could not be complied with:

In terms of the circumstances, these were:

Four practices Central Bedfordshire Practices have opted out of the Network DES at short notice

(i) There is a necessity to ensure continuity of service to the patients of those four practices as their patients must still be able to benefit from the services provided for under the Network DES

(ii) BLMK CCG does not have the time to run a formal procurement given the immediacy of needing to ensure continuity of service

(iii) The services needed to be provided by another PCN within a reasonably close geographical location to the four practices, and that after an initial exploration of options there was no wider expression of interest.

The contract is only being awarded for a short-term period of 10 Months (part year) to align with the national Network DES (which is itself a year-on-year contract).
