The contractor is required to develop new, and improve existing, laser safety models -
including the laser Probabilistic Risk Assessment (PRA) tool - to support UK laser safety
tools and the UK/US MOU Project arrangement programme. The contractor is further
required to support the Military Laser Safety Team (MLST) as Subject Matter Experts
(SME's) on laser Safety PRA at technical meetings in the UK and US.

Develop a suite of Probabilistic Risk Assessment Validation and Verification models necessary to use and develop the MATILDA software tool and additional Stray Laser Energy (SLE) module.
Leonardo have access to the all previous iterations of the MATILDA tool and are the only contractor with the technical knowledge and experience necessary to modify the MATILDA programme. It is also not possible for a contractor other than Leonardo to develop the SLE Tool as the SLE Tool is a module which can only operate within the overarching MATILDA Tool.

Explanation:
It is considered that the Contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons.
The Contract can only be placed with Leonardo UK Ltd as they are the only supplier that has the knowledge and specific tools to have developed a suite of Probabilistic Risk Assessment Validation and Verification models necessary to use and develop the MATILDA software tool and additional Stray Laser Energy (SLE) module.
