Scope

Description

Nottinghamshire County Council has a statutory duty under Section 46 of the Public Health (Control of Diseases) Act 1984 to undertake the cremation or burial of people who die whilst living in residential care or a nursing home or a supported living complex within Nottinghamshire when there is no-one willing or able to make funeral arrangements for them. This contract is to facilitate funerals in these circumstances.

The Provider must:

• Be able to facilitate both burials and cremations.

• Work to the National Association of Funeral Directors existing Code of Practice The Funeral Director Code - The NAFD, or equivalent.

• Be able to provide a cost effective and responsive service to the whole of the Council's geographic area.

• Liaise with the Council's designated Business Support Administrators (PoPPFA Team) and provide a written quotation for all expenses to be incurred for each individual funeral.

• Arrange for the removal of the deceased Person from the residential home, nursing home or a supported living complex as appropriate to the funeral home, which must be located within the Nottinghamshire County boundary (including Nottingham City).

• Collect a deceased on any day, including weekends and public holidays.

• Ensure cremations and burials take place within a maximum of two weeks (10 working days) from the date of death, unless there are exceptional circumstances which result in a delay.

• Arrange a funeral at a crematorium or cemetery that is closest to the residential accommodation in which the Person died, unless the Person has expressed a wish to be buried or cremated in another area of Nottinghamshire.

• The funeral must depart either from the funeral home or from the residential home where the Person died.

• Provide a hearse.

• Provide adequate bearers.

• Be responsible for the dressing and coffining of the body.

• Provide a fabric shroud.

• Provide a flower tribute.

It is estimated that under the contract approximately 30 funerals will be required each year.

The contract will initially run for four years, from 1 April 2026 to 31 March 2030.There is an option to extend for up to a further two years up to 31 March 2032.

The maximum contract value assigned to these requirements is £450,000 (inclusive of VAT) over the maximum term allowed of 6 years.

Description of possible extension:

There is an option to extend for up to a further two years until 31 March 2032. The extension option will be exercised at the sole discretion of the Council.

Some situations may require additional services at an additional cost.

These include for instance:

• Collection of the body outside the normal working hours of a particular branch

or office of the Provider

• Collection of the body from outside the Nottinghamshire County geographic

boundary

• Providing one following passenger vehicle for up to six mourners

• Arranging a funeral at a location other than the one closest to the residential

accommodation in which the Person died.

• When the Care Home, Nursing Home or Supported Living Complex have

requested that the vehicle departs from their premises instead of the funeral

providers location.

• In the infrequent situation where the deceased has already been collected by

a different Provider following arrangement by the Residential Care Home,

Nursing Home or Supported Living Complex and subsequently needs to be

collected from the location of the different Provider by the contract Funeral

service provider. In these circumstances any associated charges will be

reimbursed to the contract Funerals provider on receipt of the relevant

invoice.

Other fees that are determined by outside agencies must be charged at the relevant supplier's standard rate. These include:

• Burial fees for the churchyard or cemetery

• Cremation fees for the crematorium

• Fees and travelling expenses for a minister or civil celebrant

• Fees for doctors or medical professionals
