two.2.4) Description of the procurement

NIE Networks has a requirement to cater for the fuel payment service (using fuel cards) needs for the supply of fuel for its fleet of approximately 400 commercial vehicles (forecasted to increase to c725 vehicles by 2030) and specialist plant i.e. generators, wood-chippers and chain saws. The payment cards will enable the electronic payment for fuel for NIE Networks vehicles, including, but not limited to, data capture at point of sale, management information reporting and fraud prevention systems.

The service requirement also extends to include a fuel holding equivalent to a minimum of 10 days fuel stock to comply with the National Emergency Plan for Fuel (NEP-F) as required by the Department of Energy and Climate Change. This currently equates to an average contingency holding of c65k litres of diesel fuel.

It is NIE Networks preference to have a single card provider ensuring adequate geographical coverage for the profile of the NIE Networks fleet. This will ensure that driver down-time is kept to a minimum.
