The Authority is seeking Contractor(s) for the supply of those laboratory consumables and chemicals required for the efficient functioning of laboratories in the Scottish HE/FE sector, NHS Scotland and other Scottish public sector organisations. For the purposes of this exercise, consumables and chemicals include but are not limited to Personal Protective Equipment (PPE), glassware, filtration plastics, molecular biology plastics, tissue culture plastics, pipette tips and pipettors, gloves, solvents, fine chemicals, alcohol and acids, bio-chemicals, in-organic chemicals and salts and green chemicals. The Framework Agreement is Lotted with stock management one-stop-shop provisions included. The supply of all products should include a provision for take-back schemes where possible

With reference to SPD question 4B.5, it is a requirement of this contract that bidders hold or can commit to obtain prior to the commencement of any subsequent awarded contract, the types and levels of insurance indicated below;

Employers (compulsory) liability - 5 million or greater GBP

Public and Products liability - 5 million or greater GBP

With reference to SPD question 4B.6 the successful contractors will be required to provide two years audited accounts or equivalent if awarded a place on the Framework Agreement. Alternatively if the contractor is unable to provide the required accounting information e.g. a new business without the required accounts, then they will be required to provide a bankers letter demonstrating their willingness to support the contractors organisation over the term of the Framework Agreement. The two years audited accounts or equivalent will be subject to ratio analysis.

A summary of the expected community benefits has been provided as follows:

The potential to consider social considerations (Community Benefits) in public procurement is firmly established and set out in the Public Contracts (Scotland) Regulations 2015.

Contractors are required to work with the Authority and Institutions to deliver community benefits and social value where they are identifiable throughout the term of the Framework Agreement.

The Authority and Institutions are particularly interested in measures that Contractors propose to take to encourage:

Donations to local communities e.g., PPE donations

Educational benefits to communities, including working closely with educational establishments and community groups to maximise educational opportunities that arise through performance of the Framework Agreement, increasing awareness, skis and digital accessibility. For example, women in STEMED initiatives.

The Authority and Institutions will work with Contractors to voluntarily go beyond contractual requirements and the minimum legal requirements in pursuit of environmental and social objectives in their daily business operations.

Contractors are encouraged to have policies in place to address community benefits, social and equality targets.
