Scotland Excel have developed and currently manages a framework for Care at Home and Supported Living Services collectively referred to as Care and Support Services on behalf of Scottish Local Authorities.
The current arrangement is due to expire on 31 March 2024. Councils/Health and Social Care Partnerships (HSCP’s) Scotland Excel anticipate to re-tender this framework with an projected start date of 1 April 2024.

two.2.4) Description of the procurement
This is a Prior Information Notice (PIN) relating only to a consultation exercise of Care and Support Services. This is not a procurement process at this stage.
Scotland Excel wish to undertake some early development work for a renewal Care and Support Flexible Framework. For the first iteration, we worked closely with a range of partners to develop this Flexible Framework in recognition that opportunities exist to collaboratively develop a best practice approach to purchasing Care and Support that focuses on choice and control, quality and embeds Fair Work Practices within sustainable service provision.
We do need to hear the views from all our stakeholders. We want to actively encourage Providers of all sizes to participate in opportunities that this Care and Support Services Flexible Framework will offer. This is the first stage of a broader consultation process.
To this end, we are holding events with providers who deliver Care and Support and Housing Support to Adults. The event findings will be used to inform strategic developments and operational practice via a thematic approach going forward with wider stakeholders in meeting ethical commissioning principles.

six.3) Additional information
Scotland Excel will hold two open events via Microsoft Teams to help inform the development of the second-generation framework, which are currently scheduled for Wednesday 7 June 2023 @ 10am-12pm and Thursday 8 June 2023 @ 2pm-4pm. These will provide an opportunity to reflect on the current framework and areas for development for a renewal framework. As noted at section II.2.4 the feedback will be used to inform the commissioning and procurement process, however, neither Scotland Excel nor any contracting authorities will be bound to accept any views stated. Participation is not mandatory and any party not participating will not be disadvantaged in the tender process.
