Description
Ceredigion County Council have appointed providers to their Open Framework for Welsh-English translation and interpretation services. The type of work will vary, but includes Council, Cabinet and Committee reports and minutes, budget papers, policies and strategies, reports, newsletters, presentations and notices. Meetings may include public meetings and training sessions.
The Framework will re-open for new applicants in Years 2 & 4 (November 2026 & 2029).

Framework operation description
There are 2 lots on this framework as follows:
Lot 1 - Text
Lot 2 - Interpretation
The evaluation of each lot involved a three envelope process, (Qualification, Technical and Commercial) using the eTenderWales procurement portal.
Bidders’ responses to the qualification questions were assessed on a PASS/FAIL basis.
Only those bidders that met the minimum standards of the qualification envelope proceeded to the technical envelope evaluation.
The tender was evaluated 30% on Quality and 70% on Price.
For Lot 1, price was evaluated through bidders entering their translation price per 1000 words.
For Lot 2, price was evaluated through bidders entering their hourly rate for interpretation services.
There are two options for awarding work under the framework at the Council's discretion as follows:
1. The supplier with the highest ranked score will be contacted first and if they are unable to deliver the service for any reason, then the second ranked supplier shall be contacted and so forth.
2. For larger projects, the Council may contact all of the suppliers on a particular lot and request quotes. The work will then be allocated to the supplier that submits the best quote in terms of meeting the requirement and the price.
