Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

  • The services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons

Explanation:

The purchase is for high quality scientific hardware for teaching, linked with a cloud-based learning platform. The platform is populated with high quality, ready to use teaching content. Importantly, where the content does not match what we currently teach, or is absent, we have full editorial rights so can add or edit as required. Therefore, we can enhance the quality and quantity of the practical experiences our student cohort currently benefits from in the lab – and away from it. This is the only company that currently offers a cloud-based, GDPR compliant, learning platform with this combination of features. This purchase is in fact a follow-on subscription; there is no practical alternative to this platform and even if there were, given the University’s investment in developing the content, the switching costs would be prohibitive.
