Bristol City Council (BCC) will be establishing a Single Framework for Adult Social Care. This notice aims to inform current and future social care providers of BCC’s commissioning intentions.
BCC’s Adult social care is facing significant challenges. Population needs in Bristol are diverse and increasing coupled with considerable financial pressures for the Local Authority. BCC is looking to review and improve its commissioned social care offer, modernising models of care across a range of services.
BCC Adult Social Care currently purchases care from approximately 480 providers at a cost of c.£195M per annum. The current purchasing mechanism comprises of four large frameworks which are, Care Homes, Home Care, Community Support Services, Sheltered Housing in addition to other care contracts.

Adult Social Care (ASC) Framework
Bristol City Council (BCC) will be establishing a Single Framework for Adult Social Care. This notice aims to inform current and future social care providers of BCC’s commissioning intentions.
BCC’s Adult social care is facing significant challenges. Population needs in Bristol are diverse and increasing coupled with considerable financial pressures for the Local Authority. BCC is looking to review and improve its commissioned social care offer, modernising models of care across a range of services.
BCC Adult Social Care currently purchases care from approximately 480 providers at a cost of c.£195M per annum. The current purchasing mechanism comprises of four large frameworks which are, Care Homes, Home Care, Community Support Services, Sheltered Housing in addition to other care contracts.
BCC intends to establish a Single Framework for the provision of the following services. Services will be for adults over the age of 18, providing care and support to all social care needs, including but not limited to Older People, Dementia, Frailty, Learning Disabilities, Autism, Mental Health, Acquired Brain Injury, Sensory Impairment, Physical Impairment and Carers.

There is also an intention to allow partner agencies in the Bristol, North Somerset, and South Gloucestershire (BNSSG) area including the Integrated Care Board (ICB) access to purchase from this framework should they wish to.
Our intention is to go out to Tender for the new Framework in Autumn 2023. We are already speaking to our current quality local providers market about joining our new framework, and we are also keen to hear from social care providers not currently within the Bristol market.
We are looking for informal expressions of interest on the above services to establish the level of market interest via this short Microsoft form. We will also use the contact information on the form to keep you up to date about the Tender and any associated events. Please make sure just one lead person for your organising submits a form. We would appreciate it if you can submit your expression of interest by Friday 14th July 2023. You will still be able to complete the form after this date but it would help inform our planning for the tender to understand marker interest as early as possible in the process.
