The Fuels Enterprise Strategy (FES) has moved from being a Strategy into Programme delivery and has been renamed the Fuels Transformation Programme (FTP). At the same time, FTP transferred internally within the MOD from DE&S into UK Strat Com to enable better alignment with and direction from the programme’s Senior Responsible Owner (SRO).

FTP is tasked to:

• Develop the high-level concept to transform the Defence Fuels Enterprise (DFE) to deliver an optimized:

o defence fuels estate;

o supply chain (both on base and off base);

o management organisation,

• with:

o identified accountabilities;

o improved information management and financial controls,

• and:

o lower cost of acquisition, storage, distribution and management,

• while:

o investigating ways of increasing and developing sustainability in furtherance of NZ50 objectives.

As we move into the next phase of assessing how projects within FTP can be delivered it is the perfect time for the Authority to share with industry its progress on the programme and the development of assessment phase projects. A supplier forum is planned for 28th July 2021 at which the Authority will share an update and brief on the progress, issues, challenges and risks within FTP. The Authority will also set out a Request for Information (RFI) seeking information on, for example:

• supplier’s experience from their implementation of similar programmes;

• associated lessons learnt, risks, issues, opportunities and benefits;

• opportunities to enhance effectiveness and/or efficiency based on their experience in the UK Defence or allied nation’s supply chain;

• industry products, services and capabilities that could meet the requirement;

• gather and/or validate market intelligence.

• UK StratCom Support Transformation & Logistic Transformation organisation, portfolio overview and programme coherence;
