Explanation:
The refuge system currently in use required statutory maintenance and for security can only be maintained by the manufacturer, the Alerter Group.
This is in line with Regulation 32 (2) (b) (ii) which states that contracting authorities may award public contract without prior publication when competition is absent for technical reasons.
In addition, this is also in line with 32 (5) (b) which states that extension of an existing contract is permitted where a change of supplier would result in incompatibility or disproportionate technical difficulties in operation and maintenance.
