two.2.4) Description of the procurement
The Natural Capital & Ecosystem Assessment (NCEA) programme is a transformative programme to understand the extent, condition and change over time of environmental assets across England's land and water environments, supporting the government’s ambition to improve the environment within a generation.
One component of NCEA is the England Ecosystem Survey (EES) which aims to assess the current state of vegetation, habitats, landscapes, and soils in England and to monitor long-term changes. Utilities searches will be required to ensure safety of all surveyors and protection of underground assets on each EES monad when carrying out soil surveys.
The supplier shall carry out desktop utility record searches for underground and overhead utilities for up to 1,760 sites, c. 4.3ha each. Utilities searches to include, but not be limited to, oil and gas, water, sewer, electric, BT, virgin media, other cable and fibre, and independent utilities. Desk-based to be presented as reports with accompanying composite pdf drawings (one drawing with all utilities per site), and an ESRI shapefile of digitised utilities within the site.
Additionally, the contractor will be expected to project manage the delivery of the desk-based studies, ensuring milestones and timescales are achieved.
