The Defence Medical Academy (DMA) delivers and sources training to meet the requirements of the Defence Medical Services (DMS). Anatomical models have been used to enhance training and introduce medical personnel to realistic instruction and procedures in trauma management scenarios.

Specifically the Authority requires a 3 year contract for the provision of the following consumables: Neck Skins, combo larynx, needle decompression pads, standard chest drain pads that are compatible with the anatomical models already owned by the Authority.

The Defence Medical Academy (DMA) delivers and sources training to meet the requirements of the Defence Medical Services (DMS). Anatomical models have been used to enhance training and introduce medical personnel to realistic instruction and procedures in trauma management scenarios.

Specifically the Authority requires a 3 year contract for the provision of the following consumables (estimated numbers over 3 years): 1875 Neck Skins, 3150 combo larynx, 2280 needle decompression pads, 60 standard chest drain pads that are compatible with the anatomical models already owned by the Authority.

four.1) Description

four.1.1) Type of procedure

Negotiated without a prior call for competition

  • The products involved are manufactured purely for the purpose of research, experiment, study or development

    • absence of competition for technical reasons

Explanation:

The Authority previously contracted with Limbs and Things Ltd for x3 Anatomical Models and consumables.

The Authority are now looking to place a contract for consumable parts only for these models, that enable the support of training which introduces medical personnel to realistic instruction and procedures in trauma management scenarios.

There are many providers for Anatomical Models within the UK however there is a high level of uncertainty around the compatibility of consumables manufactured by different suppliers. Limbs and Things manufacture and distribute their own products and therefore their consumables are specifically compatible with the models already owned by The Authority.

In accordance with The Public Contracts Regulations 2015 this procurement falls under Regulation 32 (5)(b);

“For additional deliveries by the original supplier which are intended either as a partial replacement of supplies or installations or as the extension of existing supplies or installations where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance.”

Because of this The Authority believes that contracting with an alternative supplier would result in incompatibility consumables and provide disproportionate technical difficulties to continue the training required for medical personnel as well as the potential to incur additional costs to purchase the compatible consumables.
