The National Police Air Service (NPAS) delivers a police aviation service to all police forces in England and Wales. NPAS would like to inform interested suppliers by issue of this PIN of a potential future tender opportunity for Police Aviation Services.
The purpose of this PIN is to establish the measure of interest in the market for the intended goods and services and gain current market insights to help inform a subsequent procurement exercise.
NPAS is looking to deliver enhanced service provision via the lease or capital purchase of a number of Police Role Equipped Rotary Aircraft as part of a national fleet replacement programme.
This Fleet Replacement programme also includes the provision of a turnkey performance based contract focused on the delivery of an Air Support Service to the London region.

two.2.4) Description of the procurement
Delivery of a Police Air Support service to the London Region. NPAS is looking to meet the specific Metropolitan Police and London Region availability and user requirements through a full turnkey police aviation contract.
The contract will be for a service provision based upon availability. It will include fully role equipped police helicopters, instrument rated pilots and the Police Air Operators Certificate (PAOC) and approvals required to deliver a police aviation service. In addition, line and base maintenance provision and spare parts required to meet the specific London operational user requirement for availability of service and rates of flying. It is anticipated that the service will operate from the Metropolitan Police owned helicopter base at Lippitts Hill to the NE of London, which also provides facilities suitable for on-site maintenance to be completed.
Tactical Flight Officers (TFO’s) - typically serving police officers, will be provided by the Police Service. The bidder will provide a 24-hour police helicopter service with high levels of availability to meet the London region user requirement and will operate typically within the London metropolitan area. However, there will be on occasion the need to deliver a national police aviation capability relating to specific operational tactics and service delivery requirements.
Tasking of police helicopters in London is coordinated by the Metropolitan Police Service and supported by the NPAS Operations Centre. Police helicopters respond to a variety of spontaneous air support requests and the bidder will be required to provide a service that is readily available for immediate deployment 24-hours a day every day of the year. In addition, a significant number of pre-planned tasks are undertaken every year and these can require extended periods of continuous air support coverage delivered by two operational helicopters.
