Bishopshalt School:

Bishopshalt opened in 1907 when Middlesex County Council established Uxbridge County School (our original name). The school now occupies the site and grounds of a former Victorian mansion and its name was taken from the house where, for 500 years, the Bishops of Worcester rested or halted in their own property while making frequent trips to and from London. Bishopshalts story is one of continuing growth and success; at first, as a grammar school and, since 1977 as a comprehensive school.
Much of the main part of the school building dates from the 1950s when the school grew to take four forms of entry each year. It has been a popular local secondary school and in the 1970s expansion to five forms of entry brought another building programme. Following the high demand for places, further growth took place in 1989 when the first six forms of entry arrived. An important ingredient in achieving growth and success is the quality of the teachers.

Tender information:
The successful tenderer will be required to provide excellent cleaning services at Bishopshalt School, which has 1290 pupils and 114 teaching and support staff.
The contract term being tendered for 3 years, from 01/08/2026 – 31/07/2029. There is an option for a further extension period for up to two additional years to 31/07/2031.
The contract offers an excellent opportunity to review and propose enhancements to the current cleaning services at the school. This includes both core term time cleaning and periodic deep cleaning throughout the year.
The school is keen to secure a high quality cleaning service whereby its students are able to enjoy excellence in education, supported by excellently kept facilities.
Cleaning services here are currently delivered in house and therefore the school has a keen focus on ensuring a smooth TUPE transfer process for the current in house staff. The school expects both a tightly managed service and high levels of productivity to be delivered by the cleaning staff at all times, and the school expects a management style delivered by the successful contractor that supports, encourages and develops the cleaning staff.
Bishopshailt School views its cleaning provider and their staff as integral members of the school community who serve as a proactive set of eyes and ears across the site. Beyond the essential cleaning scope, personnel are expected to take ownership of the environment by identifying and immediately reporting maintenance issues, such as faulty locks or plumbing leaks, to the site team to mitigate potential safety hazards before they escalate. We demand the same high level of robust safeguarding and child safety awareness from our outsourced partners as we do from our own directly employed staff, ensuring a secure and protective environment for every student. This commitment to safety extends to the technical execution of their duties, where staff must demonstrate advanced health and safety knowledge and maintain safe working practices at all times. The ideal service delivery achieves a delicate balance where the cleaning team remains discreet and invisible, yet remains exemplary in both conduct and appearance whenever they are visible to students, staff, or visitors. Ultimately, Bishopshalt School requires a partner with a proven track record of proficiency and unwavering reliability to ensure these high standards are met consistently every day.
The school is not obliged to accept the lowest price submitted for this tender, rather the school is keen to secure best value from this contract and to deliver best value to its students. Innovative and creative ideas as to how the cleaning services can be developed and improved, will be welcomed. The school seeks a contractor that is keen to work in partnership and who will deliver to its highest abilities, at all times.
Competitive Flexible Procedure
This procurement will be run under the Competitive Flexible Procedure. This will follow a two stage approach, with stage 1 being the Procurement Specific Questionnaire (PSQ). Here a minimum of 5 candidates (or less, in the event less than 5 meet the minimum criteria) and a maximum of 10 candidates, will progress to stage 2. Any selection of tenderers will be based solely on the criteria set out for the procurement and a minimum score of 60% must be achieved.
Selected tenderers will then be invited to stage 2, the Invitation To Tender (ITT). Here, the evaluation of tender response will be set as 35% price and 65% quality.
Value of contract:
The annual value of the current contract is £240,000
Therefore, the value of this contract is £1,200,000
The contract shall be a fixed price contract with invoices raised monthly to the school.

•The school has a minimum requirement for a contractor’s employers liability and public liability insurances of £5 million
•The minimum annual turnover that your company must have achieved to be considered for this opportunity is £1 million
•There are incumbent cleaning staff currently within the Local Government Pension Scheme

•The client reserves the right not to appoint in conclusion to this tender project
