two.1.4) Short description

BEIS requires specialist energy commercial and financial advisers to support the delivery of vital low carbon hydrogen work programmes at the heart of the UK Government’s commitment to delivering net zero emissions across the economy by 2050. The advisers will be required to work closely with technical and legal advisers and be attentive to policy and delivery linkages across the teams in hydrogen business model, hydrogen economy, and hydrogen production to support BEIS to design, develop and deliver policies to meet the UK’s ambition for 5GW of low carbon hydrogen production capacity by 2030.

A supplier information session will be held on Thursday 8 July at 1400. Interested parties should register their interest by emailing name, title and organisation to "hydrogen.businessmodels@beis.gov.uk" with the subject heading “Supplier day for specialist energy commercial and financial advisers for low carbon hydrogen”.

two.2.4) Description of the procurement

BEIS requires specialist energy advisers to:

Support the design of commercial and financial work programmes to enable the deployment of low carbon hydrogen projects in the mid to late 2020s.

Provide specialist commercial and financial advice on the low carbon hydrogen business model design and development (including financial modelling where required).

Support the assessment/negotiation process for hydrogen projects applying for Government funding, including delivering specific and specialised evaluation of projects as part of the assessment and negotiation stages (including detailed financial modelling of project bids, due diligence of projects, and subsidy levels required).

Provide advice on the hydrogen network and markets requirements.

Provide support on calls for evidence on hydrogen use in industry.

Provide advice on developing a sector framework for stimulating a hydrogen economy.

As will be explained at the supplier day, BEIS would welcome bids from single organisations or a consortium.
