two.1) Scope of the procurement

two.1.4) Short description

The London Borough of Tower Hamlets (Council) is looking to commission a Tobacco Cessation Service (anticipated to commence on 1st April 2023). The key objectives of the service are to:

• Reduce the number of local tobacco users in Tower Hamlets, especially amongst priority groups

• Reduce smoking prevalence, smoking-attributable morbidity and mortality in Tower Hamlets

• Prevent uptake and promote quitting

• Deliver services in line with best practice recommendations (NICE NG209)

The intention is for this service to be commissioned via a prime provider model where the successful provider will be required to manage/subcontract local service providers (i.e., community pharmacies). Furthermore, the prime provider will be responsible for:

• Social marketing campaigns and promotion of tobacco cessation services

• Tobacco cessation training

• Specialist stop smoking support for people in the targeted groups

Following on from an initial pre-tender market engagement event (held on 2nd December 2021) the Council is now inviting potential providers to a follow-up virtual market engagement event on:

Tuesday 14th June 2022 from 10am to 11.30am via Microsoft Teams.

The aim of this event is to:

• Provide an overview of the proposed service model and requirements

• Receive feedback and questions from potential suppliers on the proposed model and service requirements that would assist the Council to best realise the aims and objectives of the service and maximise outcomes for service users

If you are interested in attending this event, then you must register your interest by sending an email to Xiaoyun.Li@towerhamlets.gov.uk confirming the names of representatives that will attend by 12 noon Monday 13th June 2022 quoting ‘TH Tobacco Cessation Service’. Invitations with the MS Teams link will be sent once you have expressed your interest.
