two.1.4) Short description

NatureScot intends to establish a multi‑supplier Framework Agreement for the provision of peatland monitoring survey services to support the Peatland ACTION Restoration Monitoring Network (RMN). The requirement includes undertaking vegetation quadrat surveys, feature status assessments, fixed‑point photography and area‑level assessments across peatland restoration sites throughout Scotland. Surveys will be carried out between May and October each year, with an estimated 17 sites in 2026 and approximately 12 sites per year thereafter, subject to annual programme needs. The framework is intended to appoint up to ten suppliers to ensure national geographic coverage, flexibility and resilience.

This PIN is to inform the market of NatureScot’s intention to establish a multi‑supplier framework for the provision of peatland monitoring survey services. The PIN aims to raise early awareness of the upcoming procurement and allow interested suppliers to prepare for participation.

NatureScot is looking to appoint suppliers to a framework from across Scotland creating a good geographical spread to ensure the efficiency, flexibility and sustainability of any survey work undertaken. Following the evaluation of bids, the top 10 ranking bids will be selected as framework suppliers.

All framework call-offs will be made by NatureScot as and when required as per the details provided within the tender documentation.

Scotland Excel (SXL) will be acting on behalf of NatureScot in the execution of this procurement exercise but will not be party to the contract or the management of the contract throughout its lifetime.

Summary of Tender Timelines

The tender is planned to run from March to June, with key milestones set out below. These dates are provisional and may be adjusted as required.

Tender documents is anticipated to be issued on or around 9 March, with the deadline for supplier clarification questions on or around 23 March. Responses will be provided on or around 25 March.

The tender submission deadline is anticipated to be on or about 22 April, providing a 6.5‑week tender window.

Evaluation are anticipated to take place from 22 April to 7 May.

The Contract Award Decision is anticipated to take place from 21 May, followed by a standstill period.

The contract award is is anticipated to take place from 8 June

The proposed go‑live date is 22 June.
