The UK's Foreign, Commonwealth and Development Office (FCDO) will be seeking a supplier to assist in the management and oversight of its Forest Governance, Markets and Climate 2 (FGMC2) programme - PMSST (Programme Management Support and Strategy Team) Supplier. This will include managing and overseeing Accountable Grants (AG) on behalf of FCDO, conducting the programmes' overall monitoring, evaluation, and learning (MEL), and providing strategic and technical advice to FCDO and programme partners, while ensuring overall coherence with the programme Theory of Change.

The PMSST Supplier will work closely with the FCDO supporting political and strategic engagement to assist in the delivery of programme objectives; consolidate programme level reporting, provide technical oversight over a broad range of delivery partners working in multiple countries; and manage a portfolio of grants (approximately 20 with a value of about £50 million) across a range of partner countries in Asia, Pacific, Africa and South America. The PMSST Supplier will be expected to work closely with FCDO and partners in an iterative and flexible manner.

We will also advertise separately for:

Facilitation Service: to support national multi-stakeholder reform processes. Facilitation ensures the quality of national deliberations by promoting stakeholder inclusion, transparency, and participation in forest governance processes. These processes may relate to forestry, mining, carbon, and a country's Nationally Determined Contributions to name a few. A Facilitator's role is to establish themselves as an impartial, trusted adviser to each of the key sector stakeholder groups in a forest governance reform process, and to use this role to build constructive working relationships both within and between stakeholder groups in support of a governance reform agenda. FGMC2 will make provision for Facilitators in up to 10 countries in the 1st 5-year period (with an initial estimated budget in the range of £12-16 Million).

Technical Assistance Portfolio Management (TAPM) service: will commercially source and oversee projects that provide technical assistance to support forest governance reform processes. These projects will help FGMC2 partner countries develop forest policies and institutional arrangements that deliver accountable forest stewardship, or improve forest footprints associated with international trade. The TAPM service provider will procure and manage a portfolio of TA projects on behalf of FCDO responding to country-specific demand that is identified by the FGMC core team (PMSST & FCDO) and national stakeholders. The TAPM will not directly deliver the TA projects . The supplier will respond to demand from across up to 16 countries with a budget in the range of £70 -80 million anticipated for the first 5-year period.

This programme is currently working through Business Case approvals and this is a Prior Information Notice and not a call for competition at this time.

two.2.4) Description of the procurement

Likely located in the United Kingdom and working closely with the FCDO team, the PMSST Supplier will manage and monitor programme activities to ensure that they are on track and delivering value for money. This will include providing technical advice, supporting FCDO’s political engagement, and tracking and monitoring progress of support provided to as many as 16 partner countries across West and Central Africa, Southeast Asia and the Pacific, and South America, as well as engagement with international policy processes. The PMSST supplier will manage FCDO funds through grants as instructed by FCDO.

The selected Supplier will be an organisation with a strong track record of outsourced management of a multidimensional development programme, including grant fund management. Its personnel assigned to the services will have extensive knowledge of and expertise in the subject matter covered by FGMC2 programme, including but not limited to:

• Administrative and financial management of grants;

• management and performance oversight;

• Monitoring, evaluation and learning experience;

• Forest sector policy and legislative reform in Asia, Congo Basin, West Africa, Amazon regions and the Pacific);

• International trade in timber, forest risk commodities including minerals impacting forests, and related controls and standards;

• Ecosystem Services and emerging mechanisms and markets in support of these (forest carbon, biodiversity)

• International trade in commodities to China, and other important markets such as Vietnam, India, Malaysia;

• Environmental and social issues in the forest sector, including those related to tenure rights, gender, political inclusion, poverty and livelihoods, climate change, links between forests and illegal mining, the illegal wildlife trade; and

• International development and theories of change, and appropriate monitoring techniques to assess programme implementation.

The PMSST Supplier will not be eligible to bid for any other contracts or grants issued under the FGMC2 programme.
