Direct award justification

Defence and security - necessary to enhance or maintain operational capability, effectiveness, readiness for action, safety or security of the armed forces

The MoD have invested significantly into the development and acquisition of the Callen-Lenz Nyan OWE. This solution has previously been tested and assured by other MOD departments and purchased by the Army. The OWE Programme now seeks to bring this mature product into Field Army use.

The Nyan OWE is the only off the shelf product of it’s type registered on the Military Aircraft Register, with a UK MoD Article 36 Legal Review and integrates common government furnished equipment. For these reasons it is the only feasible option to bring into service in the near term on the grounds of safety and legality.

This procurement will bolster deep fires capability for UK forces deployed on OP CABRIT. Thus, the direct award is necessary for both maintaining and enhancing the operational capability, effectiveness and readiness for action of the armed forces.
