London Borough of Ealing wishes to carry out market engagement with providers during May 2023 who are interested in tendering for a contract for the provision of offering targeted Smoking Cessation support to people living with mental health conditions and pregnant women that smoke. This pre-tender market engagement seeks information in preparation for the potential procurement of suppliers for the delivery of targeted stop smoking service in Ealing. It is the intention of the Council to award the new contract for three (3) years plus one possibility of two (2) year extension, with the total contract value of no more than £400,000 starting from July/August 2024

Smoking is the leading cause of health inequalities, accounting for half the difference of life expectancy between the richest and poorest in society. Although the number of adults in Ealing who smoke has halved in the last 10 years (now 10.3 %), it is statistically similar to the national prevalence and there are still around 26,000 smokers in Ealing. In Ealing, the prevalence of smoking is more than double in adults with a long-term mental health condition has increased from 18.6% in 2019/20 to 25% in 2020/21. People with poor mental health die on average 10 to 20 years earlier than the general population, and smoking is the biggest cause of this life expectancy gap.

Smoking in pregnancy is the main modifiable risk factor for a range of poor pregnancy outcomes and is twelve times more prevalent in the most deprived communities. Stop Smoking service are effective at both reaching and treating key groups- smoking in pregnancy and people with mental health problems and providing support to quit is highly cost effective and the evidence is clear that smokers who receive a combination of pharmacotherapy and skilled behavioural support are up to four times as likely to quit successfully. By focusing on these vulnerable groups and pushing a strong prevention agenda, this approach will help tackle persistent health inequalities in these groups with the worst health outcomes and promoting improved health and wellbeing.
