two.1.4) Short description

The National Communications Data Service (NCDS) are conducting a Market Engagement exercise on behalf of the NCDS and the Data Communications Capability Unit (DCCU) to explore market capability and appetite, and to help inform a Delivery Model Assessment with the view to conduct a future procurement(s).

The project is NCDS led and centred around both NCDS and DCCU requirements, with the intention of including the wider Communications Data and Lawful Intercept (CDLI) Partnership requirements in scope for the future.

The CDLI Partnership is a multi-agency collaboration between the Home Office and National Security Partners, led by the Homeland Security Group as part of the Home Office. The Partnership provides Law Enforcement Agencies (LEAs) and the UK Intelligence Community (UKIC) with sustained access to Communications Data for the purpose of progressing operations to prevent, detect and disrupt terrorism and other criminality, prosecute the perpetrators, protect the vulnerable and save lives.

The NCDS, which sits within the Homeland Security Group, is seeking to engage with experienced organisations who can provide the following:

• Management and Advisory Services

• Business Strategy, Portfolio Management, Operating Model

• Research and Innovation – Academia and Industry Engagement o mitigate technological Risk/exploit Opportunities

• Strategic Engagement Activities with Partners including management of CPD

• Succession Planning for our People

• Architecture Services (Data, Applications, Infrastructure and Security)

• Technical Assurance Services

• System/Solution Engineering, Dev Ops, Thru Life Apps Support.

• Software Engineering

• Information Assurance/Cyber Security

• Data Science, Data Engineering and Data Analysis

• Solution/System Integration

• Product/Project/Programme/Delivery Management Services

• Business Analysis, User Research/ User Centric Design

This Prior Information Notice (PIN) is not a call for competition. High level details and timescales for this Market Engagement exercise can be found in section II.2.4 of this notice, and full details or the requirements and the Market Engagement process will be available in the Information Pack which will be issued to interested parties via the Home Office eSourcing tool (Jaggaer).

two.2.4) Description of the procurement

The NCDS and DCCU wish to explore the market capabilities and appetite for the services listed in this notice, with the view to conduct a procurement(s) based around the findings and outcomes of this Market Engagement exercise and to contract with one or more providers to deliver the NCDS, DCCU, and wider CDLI Partnership’s future service needs in relation to Digital, Data and Technology.

Participation in this Market Engagement exercise is voluntary, and non-participation will not preclude any party or organisation from taking part in any later competition which the Home Office may conduct.

The proposed structure of this Market Engagement exercise will be as follows:

- Initial engagement via PIN (20th May)

- Provision of initial Information Pack via Jaggaer (w/c 13th June)

- Industry Day Event (27th June)

- Provision of updated Information Pack including Market Engagement Questions via Jaggaer (w/c 4th July)

- Deadline for Market Engagement Question responses (w/c 18th July)

two.2.14) Additional information

Given the project is at Market Engagement stage and we have not yet finalised our requirements or procurement approach, Suppliers should note that the specified total value (TV) in Section II.1.5 is an estimation.

The TV we have provided is an estimate based on an approximate annual spend across NCDS and DCCU, against a contract term of 3 years.

Subject to the finalisation of our requirements.

six.3) Additional information

NCDS and DCCU are part of the Homeland Security Group and as such, some of the information we need to distribute is sensitive. For this reason, we will require a Non-Disclosure Agreement (NDA) and a Security Aspects Letter (SAL) to be completed by all interested parties before access to further information can be provided. Should the information provided within this notice be of interest, please follow the below steps:

Please note, the Authority (the Home Office) plans to host supplier engagement events and market sounding meetings to further develop its understanding and to test the requirements and routes/approaches with this work informing work on a Delivery Model Assessment

This PIN does not formally signify the beginning of any procurement exercise by the authority, nor does it constitute a commitment by the authority to undertake a procurement.

However, in the event that the authority decides to formally commence a procurement pursuant to this PIN, a separate contract notice will be published. If a separate contract notice is published the authority will rely on the publication of this notice to utilise the minimum time-frames permissible for the receipt of tenders and stages of a procurement.
