Transport providers to potentially provide assistance with the transport needs of Vulnerable

Adults and/or SEND (Special Educational Needs and Disability) Children to and from

Schools, Day Centres and/or other establishments as part of their agreed social care

provision.

two.2.4) Description of the procurement

Luton Borough Council will be utilising an accelerated open tender procedure to go out to

market to provide a Service for the transportation of Vulnerable Adults and/or SEND

(Special Educational Needs and Disability) Children. This type of Service would include

transporting Vulnerable Adults and/or Vulnerable/SEND Children travelling to and from

Schools, Day Centres and/or other establishments as part of their agreed social care

provision. These people may have a significant disability and/or additional needs therefore

some technical equipment or trained personnel may be required. The Service may require a

range of Vehicles including cars, people carriers, wheelchair-accessible Vehicles, mini buses

and coaches. Passenger Assistants/Escorts may also be required on some routes to provide support to Service Users who have additional needs. Vetting and safeguarding requirements

for service providers will be of paramount importance.
