Description

The London Borough of Tower Hamlets is seeking to procure a contract for the removal of nuisance vehicles which will allow the council to fulfil it's obligations of removing vehicles parked in contravention of parking regulations. This new contract will be limited to removal vehicle services and will not impact on other types of enforcement Including the Issuing of PCN's. This project If successfully Implemented and awarded may lead to Improved recovery and deterrence. This contract will be split into 2 Lots: Lot 1: The provision of services for the removal, storage and disposal of abandoned vehicles Lot 2: The provision of services for the removal, storage and disposal of vehicles parked in contravention of traffic regulations

Lot 1. The provision of services for the removal, storage and disposal of abandoned vehicles

Description

This project If successfully Implemented and awarded may lead to Improved recovery and deterrence.

The tendering of this contract Is contained within the Parking Service Plan and the process forms part of the process of Parking & Mobility Services achieving the Council's Transport Strategic Environmental Policy.

Lot value (estimated)

  • £42,500 excluding VAT
  • £51,000 including VAT

Contract dates (estimated)

  • 16 May 2026 to 1 May 2029
  • Possible extension to 1 May 2031
  • 4 years, 11 months, 17 days

Description of possible extension:

The Contract Period is initially for a period of 3 years, although the Authority reserves the right to extend the Contract on the same terms for further periods of 12 months, up to 24 months, making a total possible Contract Period of 5 years.

Lot 2. the provision of services for the removal, storage and disposal of vehicles parked in contravention of traffic regulations

Description

The project Is to tender a new combat for the removal of nuisance vehicles as the current contract Is in Its final year, this contract for the removal of nuisance vehicles will allow the council to fulfil Its obligations of removing vehicles parked in contravention of parking regulations. This new contract will be limited to removal vehicle services and will not impact on other types of enforcement Including the Issuing of PCN's. This project If successfully Implemented and awarded may lead to Improved recovery and deterrence.

Justification for not publishing a preliminary market engagement notice

A preliminary market engagement notice was not published for this procurement as sufficient engagement and research had already been undertaken prior to the tender process. Informal consultations were carried out during the project planning stage to assess supplier capability, service delivery approaches, and indicative costs.

It was determined that a further formal preliminary market engagement would not add produce new insights. Proceeding directly to tender was therefore considered a proportionate and efficient approach that maintains both transparency and value for money.
