Instrumented Live Training – DFWES (ILT-D) is an appended precision laser based tactical engagement system for vehicles, armoured platforms, heavy weapon systems and anti-tank weapons used in force on-force exercises as part of collective training. It simulates and records the effects of weapon engagements on vehicles and enables realistic and challenging training.
The Authority has a requirement for 1000 ILT-D Soldier Systems for delivery of training overseas as well as exercise management and support.

The requirement is for the purchase of 1000 Soldier Systems to deliver training overseas along with exercise management and support. When not in use these systems will supplement the existing c2500 systems already used for training worldwide. The anticipated value of this requirement is £40,000,000. The intent is to place this activity as a Contract Amendment to Contract TSSP/143 (ILT-D), uplifting the original Contract value from £141,820,283 to an estimated £181,000,000.
The requirement will align with the ILT-D Contract (expiry March 2027 with 3 x 1 year options to extend)

Explanation:
In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this procurement falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service is lawful in accordance with Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for Technical Reasons.
SAAB AB are the Original Equipment Manufacturer (OEM) and Design Authority (DA) for ILT-D. They retain the proprietary technical data, source code and design drawings applicable to the capability and to maintain the required availability. Other economic operators are unable to provide support, repair and upgrade services for ILT-D without access to this information/data. For these technical reasons and the necessity to use specific know-how and expertise in order to perform the PDS contract, which is held only by SAAB AB, the contract may only be awarded to SAAB.
