Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
During the COVID 19 pandemic, staff who would have been deployed to undertake a refresh of the council’s carers strategy and manage a subsequent re-procurement of this contract were diverted to undertake COVID 19 emergency response activities. Consequently, re-procurement of this contract was delayed. Before re-procurement could take place, an extensive consultation process was required, the outcome of which will impact upon the structure of the new contract. Due to redeployment of staff as a result of COVID 19 and social distancing measures in place during the pandemic, the consultation exercise could not be undertaken at an earlier stage. The existing contract will be extended by 8 months to enable the consultation exercise to be completed and an appropriately structured re-procurement to be undertaken.
