Description

The EA wishes to appoint a supplier for the control, monitoring and maintenance support of the EA's current Fuel Management Sytem for bulk fuel and bulk fuel tanks. This system is required to ensure authorised use only of bulk fuel by fob/key control, electronic monitoring and reporting of fuel levels and usage by vehicle.

Provision of pump calibration services and repairs. Additional tanks, pumps and control systems for expansion of HVO usage (Carbon reduction).

Description of risks to contract performance

Fuel Management Systems are currently in place in EA Depots across Northern Ireland. The EA could be at risk if these are not maintained of vehicles being taken off the road and children and young people not being able to get to school or move about due to lack of transport.

In addition, changing suppliers could result in a large additional expense to the EA of removing, reinstalling and the overhaul of the current EA integrated system.

Switching to direct award

1. Baltor Systems is the only licensed provider of the EA's current Jigsaw Fuel Management System within Northern Ireland.

2. Continuity of Service for the continued control, maintenace and monitoring of EA's current Fuel Managemetn System.

3. Potential of additional costs, and risks, if EA were to change provider, as the Fuel Management System would have to be removed and reinstalled which could result in vehicles being deemed unroadworthy. This would result in major disruption to the everyday use of EA Fleet.

4. Current providers are familiar with EA’s requirements which are complex.
