Description
Gloucestershire County Council, in partnership with the Integrated Care Board (ICB), the Office of the Police and Crime Commissioner (OPCC) and other statutory partners, is seeking providers to deliver behaviour change interventions for those aged 16 & over who have used abusive behaviours in their relationships.
The service will include:
- Domestic Violence perpetrator Programmes
- One-to-one behaviour change support
- Early Response Interventions
- Partner-safety support
This provision forms a key part of the county's multi-agency approach to tackling domestic abuse and promoting safer, healthier relationships.
This services is being procured as a single provider framework with 2 lots.
• Lot A - Core service delivery, perpetrator behaviour change and early response interventions. - including but not limited to addressing the needs of perpetrators from specific and/or underrepresented communities, delivering certain interventions or growing service capacity, subject to available funding.
• Lot C - Provision of specialist perpetrator training for professionals. To deliver specialist training to improve professional awareness of, and response to, domestic abuse perpetrators and perpetrator behaviours, subject to available funding.
The Framework is expected to commence on 1 July 2026 and will be operational for four years. The initial Lot A Call-Off (1) Contract is expected to commence on 1 July 2026.
The total value of the Framework will not exceed £6,000,000 (6 million) excluding value added tax (VAT). This is not committed spend but rather calculated to include all possible Call-Off Contracts under the Framework with additional allowance for new funding streams. Spend is only committed at the point of the Call-Off Contract(s) being signed by the council and Provider.

Framework operation description
This is a single provider framework, contracts will be called off as required.
Lot A Call-Off (1) Contract:
• A four year initial term
• Plus the option to extend by a further two years
• In total a 4+2 year term
• This call-off has a maximum annual value of £164,508 i.e. an estimated total value of £987,048 for the full six year term.
