Magnox Ltd is a wholly-owned subsidiary of the Nuclear Decommissioning Authority.

Magnox Ltd is responsible for the safe and secure operation and clean-up of 12 nuclear sites around the UK on behalf of the Nuclear Decommissioning Authority.

Magnox Ltd is intending to award a contract for up to 4 years with a potential 3 year extension to meet the Magnox needs for Decontamination & Laundry Services. Unitech are the only UK provider that can perform this full scope of work.

Total Quantity or Scope

To provide a Nuclear contaminated Laundry Service, Lease of Radiological PPE, management of Radiological PPE pool, maintenance of respirators used for radiological protection, Nuclear decontamination of Scaffold boards and other metals, purchase of bespoke Radiological PPE and repair of the PPE for all MX Sites. This scope is required to be carried out as 1 contract by 1 Supplier to enable us to achieve our social values. The vast majority of the scope can only be provided by Unitech and the areas that there is a market for are minimal. In earlier iterations of this contract, Magnox have attempted to work with multiple suppliers without success or interest.

It is imperative that the supplier holds the following accreditations/Certificates:

• Ionising Radiation Regulations 2017 (IRR17)

• Upper tier waste carrier, broker or dealer with Natural resources wales under the Waste (England & Wales) Regulations 2011

• Certificate for Transport and Carriage of Radioactive Materials

four.1) Description

Negotiated without a prior call for competition

    • absence of competition for technical reasons

Explanation:

Magnox Limited is intending to award the contract to Unitech using the Negotiated procedure without prior publication, pursuant to Regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015.

Magnox Ltd considers that there are no other suppliers in the UK market who are able to perform this full scope of works. No reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement.

Decontamination & Laundry Services is required long term and Magnox Ltd therefore proposes to award a 4 + 3 year agreement to Unitech.
