Description
On 2nd August 2025 South Gloucestershire Council is bringing in house 4 Household Waste Recycling Centres (HWRC) and 2 Transfer stations, thereby will be storing, processing and onward disposing of both household and some commercial waste.
South Gloucestershire Council are therefore seeking providers for Insurance through a procurement process of the following lots:
• Lot 1 - General Property and Plant Insurance including Business Interruption, Works in Progress - All Risks
• Lot 2 - Casualty including Employers Liability and Public & Products Liability
• Lot 3 - Combined Lot 1 and 2

Engagement process description
This Notice is to inform the market that preliminary market engagement has taken place in relation to South Gloucestershire Council's requirement for Waste Sites Insurance and Waste Plant Insurance.
The Contracting Authority has used the services of an Insurance Broker, Gallagher, who has specialist resource in both the Public and Waste / Recycling sectors. Gallagher sought to develop the authority's requirements and approach to the procurement, and identify potential suppliers that may be able to supply the services required, as the waste insurance contract is not currently aligned to the authorities main insurance provision.
As part of the preliminary market engagement Gallagher commissioned surveys of the two main waste sites and used those documents to position the overall tender and seek engagement. It is critical in any engagement that the potential suppliers anticipate the full breadth of the risks before tendering and the surveys were provided for suppliers to review. Suppliers who took part in the preliminary market engagement had a discussion with the Gallagher Broking Manager around known underwriting appetite and experience of underwriting similar risks, with some suppliers providing proposal forms which were used to inform the technical specification that will form part of the tender documentation. Site surveys and further information will be included in the tender documentation.
