two.2.4) Description of the procurement
Cheshire East, a Unitary Authority, has 185,000 households and covers with a mix of rural and urban areas. All properties within the borough are offered a wide range of recycling options, including garden waste collections.
The Council will now be bringing in a charge for the garden waste service and as part of this service This system will require permits for the residents who subscribe to the service. The Council requires the design, printing and posting of the permits to residents who subscribe.
The supplier will be required to provide a fully managed end-to-end service for the production and distribution of garden waste permits, which residents will receive once payment through the Council’s subscription solution has been received.
There are approximately 185,000 households in the Cheshire East Borough. The anticipated demand for garden waste collections following the transition to a chargeable garden waste service is around 50% in year one of the current service users which is 150,000 households.
The anticipated contract will commence July 12th 2023 until July 11th 2025 with 2 x12 month extensions. The value is estimated between £400k-£600k but is dependent upon take up.

In accordance with Regulation 86 (Notices of decisions to award a contract), Regulation 87 (Standstill Period) and Regulation 91 (Enforcement of duties through the court) of the Public
Contract Regulations 2015 (as amended) , Cheshire East Borough Council will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision.
The standstill period, which will be for a minimum of 10 calendar days provides time for unsuccessful tenderers to review and scrutinize the award decision before the contract is entered into.
