Scope

Description

At Transport for Greater Manchester (TfGM) we're working hard to make travel easier through a better-connected, greener city-region.

Greater Manchester is the UK's largest regional economy outside London. We support a dynamic, diverse population of more than 2.8 million people in over ten local authority areas.

We've rolled out the Bee Network - our fully integrated, London-style transport network under local control. It's a one-stop-shop for local travel, encouraging and enabling our residents and visitors to choose greener, more sustainable ways to get around.

Everything we do is part of Greater Manchester's drive to make our city-region a cleaner, greener and healthier place to live, work and play in. TfGM is part of the Green City Region partnership and responsible for delivering the Greater Manchester Clean Air Plan.

We implement the decisions made by Greater Manchester Combined Authority (GMCA) and its TfGM Committee to improve transport services and facilities in Greater Manchester.

TfGM intends to launch a tender for the refurbishment, supply and maintenance of shelters and Out Of Home advertising across its shelter estate, with a single supplier. The proposed turnkey service will include replacement and refurbishment of shelters and to modernise advertising inventory, generate advertising revenues, and provide high quality public transport infrastructure that maximises the customer experience.

We want to work in partnership with a single supplier to deliver a bus and Metrolink shelter network aligned to the aspirations of delivering service improvements as part of the implementation of bus franchising and the improvement of Metrolink.  

It is our intention to undertake a competitive flexible procedure, launching in June 2025. TFGM are currently reviewing contract duration options as part of the market engagement activities, with a view to award the contract for an estimated duration of 15 years .

This Preliminary Market Engagement notice provides suppliers with notification of the upcoming tender as well as the market engagement session scheduled for 8th May 2025.

Engagement process description

An RFI was issued in relation to this project on 14th April 2023 with a response date of 14th May 2023. TFGM received 6 responses to this RFI.

TFGM is committed to ensuring the market engagement undertaken in regard to this project is fair, open and transparent.

We intend to host a supplier engagement session on 8th May at 12pm to provide further information on the upcoming tender and answer any questions that suppliers may have.
