Scope
Description
WFD wishes to establish a panel of specialist service providers to provide technical services from time to time to support WFD's capacity and capability as part of their global support. These services are expected to support WFD primarily as part of the Democratic Governance Centre of Expertise, which WFD is delivering in partnership with the FCDO.
WFD have previously operated a framework for this service, which is due to expire on 31 March 2026. WFD are building on the learning from this framework to create an enhanced model of engagement with specialist expert partners who can support with WFD strategic objectives.
Interested parties should note that the contractual delivery locations could be world wide, and this would be confirmed on a case-by-case basis for individual contracts,
WFD are have engaged in pre-market engagement to seek interested service providers views on the establishment of a Dynamic Market (DM) which WFD may use from time to time for any opportunities that sit above a threshold value of £207,720 (this figure may change from time to time in alignment with the requirements of the Procurement Act 2023), and the establishment of a Preferred Supplier List (PSL) for any below threshold opportunities.
As part of this exercise, WFD are in a position to request applications from interested service providers to be a part of a Dynamic Market, and part of a Preferred Supplier List that will run concurrently with the Dynamic Market.
Service Providers will be able to elect to apply to one or both the Dynamic Market and the Preferred Supplier list.

Applicants should note that WFD reserve the right to amend these parts as may be required from time-to-time throughout the lifecycle of the DM/PSL.
WFD are seeking initial applications from interest suppliers by close of 06 March 2026, in order to establish the DM/PSL for use from 01 April 2026, but welcome applications throughout the lifecycle of the procurement.

Description
Support WFD's programming, research and business initiatives and/or the Centre of Expertise in responding to FCDO Posts' enquiries for/on political economy / context and sectoral analyses. This may include the following:
- Conduct timely and responsive political economy / context and sectoral analyses, in line with FCDO's Guidance on Understanding political economy analysis, thinking, and working politically, and/or other methodological approaches, tools and frameworks, as and when appropriate.
- Provide specialist technical advice and assistance on conducting political economy / context and sectoral analyses. This may include analysis of selected democratic governance issues, specific sectors, and/or broader PEAs of countries / contexts to identify and understand the political settlement and the main existing / emerging challenges and opportunities. Analysis and any accompanying recommendations / conclusions (as required) should be well-grounded to support Posts in applying and implementing these recommendations in their work.
- Review / evaluate and/or quality assure the methodology and design of programmes.

- Conduct rigorous political economy and conflict analyses to understand drivers of instability, power dynamics, and stakeholder interests.
- Assess security risks, institutional capacity, and community resilience to inform prioritisation and programme design.
- Produce actionable insights that support evidence-based decision making for governments, donors, and implementing partners.
- Integrate gender, social inclusion, and human rights considerations into all assessments.
- Develop stabilisation frameworks that align with national priorities, international norms, and local realities.
- Support the strengthening of accountable, transparent, and effective security institutions, including police, defence, and justice actors.

- Design and lead structured sessions / workshops / activities, online, in-person and/or hybrid, which enable productive dialogue, collaborative problem solving and analysis, and clear decision making, and in line with the desired objectives of the session/enquiry.
- Create inclusive environments where all participants can contribute meaningfully, regardless of role or experience.
- Use evidence-based facilitation methods and tools such as guided discussion, appreciative inquiry, and structured reflection.
