In preparation for an award of a National Rail Contract from the Department for Transport to Transpennine Express Limited (operated by First Group), it is intended to extend the servicing and light maintenance contract with Arriva UK Trains Limited for the Class 68 and Mk5A fleet of trains. The servicing and light maintenance contract is expected to be extended in accordance with paragraph II.2.4 below.
The Contracting Authority will observe a 10 day standstill period from the date of issue of this notice prior to entering into the maintenance contract extension with Arriva UK Trains Limited.
The Standstill Period will end on 22nd May 2023.

The Contracting Authority intends to extend the servicing and light maintenance contract in accordance with Regulation 50(1)(c)(ii) of the Utilities Contract Regulations 2016 for technical reasons.

Explanation:
Arriva UK Trains Limited are responsible for carrying out servicing activities, depot maintenance and Person In Charge responsibilities at Scarborough depot. This covers the Mk5a and the Class 68's.
The staff at these locations are fully trained in carrying out the above-mentioned activities and the time taken to develop these core skills, and/or TUPE these staff will exceed the available time to transition over to a new contracting entity prior to May 23.
