two.2.4) Description of the procurement

The UK Atomic Energy Authority will work with the Supplier in assembling and trailing the ITER Generic Upper Port Plug Tower System and Modules which have already been manufactured under the original advertised contract. The trails here are additional work and are due to take place at the suppliers premises due to space limitations at the Authority’s site.

The project looks to mock up an important RH process for ITER based on the Generic Upper Port Plug maintenance and will seek to further expand the operational suitability of the hardware. This will be attained by assessing the possibility of using a minimum amount of metrology, or alternative measurement activity, to achieve an insertion of the DSM and DFWs within the port plug mock up. The trials are based on the expected information available in the hot cell which rely on a limited amount of physical data.

Explanation:

The Supplier was awarded a contract in 2022 for the Manufacture, Assembly, Testing and Supply of ITER Generic Upper Port Plug Tower System. This requirement adds work for the goods, still within the Suppliers factory, to be trailed by the Authority's staff. A change of supplier would cause additional costs in shipping the goods elsewhere, cause delays to the project and would be impracticable.

Due to the experience and complexity of the requirements it would be difficult to uncouple this work and tender competitively.

The addition of this work to the contract has been authorised by UKAEA's Head of Procurement.

The authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers.

This period allows unsuccessful tenderers to seek further debriefing from the authority before a contract is entered into applicants have 2 working days from the notification of the award decision to request. Additional debriefing and that information have to be provided within a minimum of 3 working days before the expiry of the standstill period. Such additional information should be sought from the contact named in this notice.

If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts Regulations 2015 (SI 2015 No. 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
