two.2.4) Description of the procurement
Outwood's requirement is to have one unified MIS across all of the trusts family of schools to simplify processes and to increase operating efficiency, reduce costs and streamline the user experience.
By moving to a more modern cloud based MIS solution, Outwood will drastically reduce the number of individual systems and therefore logins that staff have to use. This migration to a unified system will also help in reducing costs associated with running multiple different operating platforms.
The intention is to also remove the additional costs associated with the MIS provision as part of this activity once the current contract expires.
Outwood requires an established provider that can incorporate the additional features it requires as part of standard functionality.
Outwoods intention is to migrate to the MIS operator that offers the highest level of compatibility to the current systems that the trust operate at the best value. This would ensure the most advantageous offering which looks to reduce migration impact to the schools and system users, reduces the costs in redeveloping systems in use and minimise costs and time involved in the need to retrain staff across the trust.

Explanation:
The intention is to use the KCS Education Management Systems framework agreement Y20024 direct award.
Outwood identified the requirement for the new MIS to be that which provides the most compatible connectivity to the range of internal and external systems being used across all of the schools. The most advantageous offer is delivered by Arbor and therefore the decision has been made to award the contract by way of direct award under the framework to Arbor.
