two.2.4) Description of the procurement
As part of the government Rough Sleeping Drug and Alcohol Treatment Grant funding was secured to provide provision for:
Medically managed inpatient intermediate rehabilitation bed provision, alongside work to stabilise co-occurring mental and physical health needs for people who were sleeping rough/at risk of homelessness. These beds are for clients who are post detoxification and who are sleeping rough or at risk of homelessness.
The Services are to commence from the 1st April 2024 to the 30th September 2025. A 6-month optional extension is included which will be subject to grant funding being received.
It is an award of the contract in accordance with the Provider Selection Regime Regulations under Direct Award process C where there is an existing provider for the services and that existing provider is satisfying the original contract and will likely satisfy the proposed new contract, and where additionally the services are not changing considerably.

Explanation:
The existing contract with the contractor named in the original Notice 2024-040759 dated 14th March 2024, expired on the 31st March 2024, and the City has after satisfying the conditions for Direct Award Process C set out in Regulation 9 of the Health Care Services [ Provider Selection Regime] Regulations 2023 entered into a new contract with that contractor to replace the existing contract at the end of it’s term. .For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 therefore do not apply to the award of the contract.
