two.1.4) Short description

Across ONS we have been testing differing third party support in a wide range of operational and business areas that have needed professional support. This has included exploring proof of concept models alongside more established delivery models for professional services and contingent labour. The lessons learned from these models will build ONS’ Professional Services and Contingent Labour Strategy which we are aiming to get agreed internally by the end of July 2021 to meet our preferred procurement publication date.

As part of the development of the strategy, ONS will finalise its preferred procurement route and will revise/reissue this notice if it is appropriate to do so.Historically, ONS has made use of public sector Frameworks in this area. However, due to some of the specialist roles that ONS require an open procurement may be more suitable. Additionally, in developing the Strategy ONS may identify that operational areas have very differing requirements and we are prepared to look at a lotting structure to meet those needs.

If appropriate, the Authority will hold a market engagement event with potential suppliers to provide further information to potential suppliers on our requirement. The date will be announced prior to the issue to the tender.
