Description

The Academy Transformation Trust is seeking a supplier for the provision and distribution of food, beverages, and related products across its 21 academies, which include both primary and secondary schools. The contract will cover the supply of fresh, chilled, frozen, and ambient food products, as well as a range of beverages, required for the preparation of hot and cold meals.

The supplier must ensure reliable and efficient delivery to each academy site, adhering to agreed schedules and maintaining high standards of quality, food safety, and sustainability. The scope of supply includes but is not limited to fresh produce, dairy, meat, bakery items, dry goods, frozen foods, and a variety of drinks suitable for school catering.

The estimated contract value and volume of goods will be based on the collective requirements of all participating academies, with flexibility to accommodate fluctuations in demand. This contract is intended to support the trust's commitment to providing high-quality, nutritious meals and beverages to students while ensuring cost-effectiveness and operational efficiency.

Justification for not using lots

The Academy Transformation Trust has opted not to divide this procurement into lots, as appointing a single supplier for the full scope of food and beverage supply will ensure greater efficiency, consistency, and ease of contract management. A single-supplier approach will allow for streamlined communication, simplified ordering processes, and uniform quality standards across all 21 academies.

Managing multiple suppliers through separate lots would introduce additional administrative complexity, potential inconsistencies in supply and pricing, and increased logistical challenges. By consolidating the contract under one supplier, the trust can achieve economies of scale, enhance supply chain reliability, and maintain a cohesive approach to food provision across all its academies.

Competitive flexible procedure

Competitive flexible procedure description

The procurement process will commence with an initial shortlisting stage based on a Procurement Specific Questionnaire (PSQ). Interested suppliers will be required to complete and submit the PSQ, which will be evaluated against predetermined criteria to assess their suitability, capability, and experience.

Following the shortlisting stage, selected suppliers will be invited to participate in the tendering process. This may involve multiple rounds of tender submissions, during which negotiations will be conducted to refine bids and enhance value for the academy trust. The award criteria may also be refined during this stage to ensure alignment with the trust's objectives and requirements.

This approach ensures a competitive and transparent process, allowing for engagement with suppliers to achieve the best possible outcome for the food supply contract.
