Description
Rochdale Council are looking for providers to assist in maintaining their tree stock in a healthy and safe condition, and as such are looking to putting in place a framework agreement to facilitate the procurement of differing Arboricultural operations
The services will be split in to 4 lots and include:-
Lot 1 - Tree Pruning, Felling and Full Spectrum of Arboricultural Works
Lot 2 - Emergency Call-Out Works (During Normal Working Hours)
Lot 3 - Emergency Call-Out (Outside of Normal Working Hours)
Lot 4 - Stump Grinding

Lot 1. Tree Pruning, Felling and Full Spectrum of Arboricultural Works
Description
Required to provide a full spectrum of Arboricultural works including tree pruning, thinning, felling and crown reduction works.

Lot 2. Emergency Call-Out Works (During Normal Working Hours)
Description
Emergency Arboricultural service during Working Hours in respect of tree maintenance, tree surgery, stump removal, temporary re-instatement of tree pits, tree pruning to be carried out next to highways, in parks and open spaces, communal housing areas, schools, cemeteries.

Lot 3. Emergency Call-Out (Outside of Normal Working Hours)
Description
Required to provide an emergency call out service outside of the specified normal working day to respond to any tree emergency within 1 hour of being notified by the relevant authorising officer.

Lot 4. Stump Grinding
Description
Required to undertake the removal of stumps on the highway, in parks and open spaces. These will be in a number of different surfaces i.e. tarmac, flag and grass.

Framework operation description
Lot 1 - Mini Competition, criteria will be advised for each opportunity. Max 6 number of suppliers.
Lot 2 - Direct Award (ranking mechanism for direct award, based on MAT submissions at tender stage). Max 6 number of suppliers.
Lot 3 - The four top ranking suppliers awarded a place on this lot are to work on a 4 week rota system (once every four weeks) for emergency call out to provide a team on standby. Max 4 number of suppliers.
Lot 4 - Mini Competition, criteria will be advised for each opportunity. Max 6 number of suppliers.
