two.1.4) Short description

Services are expected to include:
Management and implementation of site-specific FSM Policy. To include guidance on managing all relevant subcontractors with regard to FSM.
Generation, ownership and maintenance of a FSM action tracker, with the need to integrate this function with existing site action tracking functions (the action tracker and associated documentation/software to be owned by the Employer).
Development and maintenance of associated plans, processes and procedures for FSM, to be owned by the Employer, to include all standards and areas relevant to IEC 61508 and IEC 61511 (e.g. safety requirement specifications, LOPA, risk assessment, SIL studies, change control, verification and validation, testing procedures, etc.)
Undertake a Functional Safety Systematic Capability Assessment (FSSCA) for the facility based on the techniques and measures to avoid systematic errors in Annex A, B and C of IEC 61508 Parts 2 and 3. This shall involve production of Functional Safety Management System Assessment, Report Compliance Matrix and Systematic Capability Assessment Report.
Development of FSM-related KPIs and audit mechanisms/metrics, together with associated tools for integration into the wider Employer assurance programme.
Perform Functional Safety Assessments at appropriate stages and produce IEC 61511 Functional Safety Assessment Reports and Gap Reports.
Identification of applicable regulatory requirements, ensuring compliance with all aspects.

Delivery
Acting in the role of Defra’s functional safety arm on a project by project basis until such time as Defra employs and adequately integrates a functional safety engineer into the Defra assurance team.
Ensuring availability of relevant competent personnel (as defined in the ISC and HSE standards and relevant guidance) at agreed resource and response levels with the Employer. It is anticipated that Defra will require continuity by provision of named individuals throughout the contract period.
Providing advice as to when and how relevant FSM and wider HSEQ standards apply to the work Defra undertakes, including for example identifying and undertaking appropriate methodologies to deliver FSM in accordance with the standards appropriate to the microbiological estate. This will include but not necessarily be limited to leading and chairing new/reviewing existing; hazard ID, safety studies, risk assessments (including drafting method statements, risk matrices, etc.), undertaking functional safety assessments and SIL determination and associated testing procedure templates, together with associated reporting.
Reviewing M&E and process engineering design documentation and O&M information and expertly comparing that with relevant standard requirements and against the physical aspects of the facility and associated software in the field, including an ability to walk down systems, and proposing/reviewing required remedial actions and modifications as appropriate.
Producing Safety Requirements Specifications (IEC 61511–SIS), IEC61511 Functional Safety Management Plan, SIS Risk Register, Verification & Validation Test Plan/Report, together with an ability to proof test and review associated procedures, together with any necessary approvals in association with Defra.
Provide a competent FSM engineer to undertake functional safety systems and process activities
Provide regular progress and cost reports setting out previous, current and future anticipated expenditure, on an activity by activity basis split down by resource.
Provide functional safety oversight and support as necessary to meet the business and as directed by the Employer

System maintenance
Acting in role of trainer/mentor, working alongside Defra’s in-house functional safety personnel to ensure a smooth and adequate transition to the role of in-house FSM engineer throughout the period of the contract.
