Babcock Land Defence Limited, acting as agent to the UK Ministry of Defence, has awarded a 5 year Framework Agreement to Thales UK Limited for the repair and maintenance of Thales Optronic Assemblies / Line Replacement Units (LRUs), Swarmlite and Protector Remote Weapon Systems (RWS). There will also be the
provision for two one year options should this be required and subject to satisfactory
supplier performance.

The works/goods/services can be provided only by a particular tenderer for reasons that are:

It is considered that this contract can be placed using the negotiated procedure, without prior publication pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011) for the following technical reasons:
1) Thales UK Ltd are the Design Organisation (DO) for the LRUs and have extensive and in depth knowledge of these items with access to original underlying technical drawings/information and technical specifications, data and knowledge which are required to provide the repair and maintenance services required by the contract;
2) Without access to such design drawings/information and technical specifications, data and knowledge, the United Kingdom Ministry of Defence is not in a position to be able to identify the exact technical requirements (including the original equipment manufacturer standards) which are required to ensure the proper operation,
safety and suitability of the requirement; and
3) As a result, Thales UK Ltd are currently the only company with the technical expertise and know-how to undertake the services covered by the scope of this contract. This notice is not a request for expressions of interest so please do not apply to be invited to tender. This notice advises that the Authority has decided to negotiate a contract with the named supplier on a single
source basis, and is published for reasons of transparency.
