Hertfordshire County Council (the ‘Council’) is carrying out PPME in relation to the provision of Hertfordshire Children’s Community Short Breaks for Children and Young People with SEND in Hertfordshire. The Council will consider the feedback received to help inform the Council’s options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PPME shall not prevent any provider participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME shall place any provider at an advantage in a potential procurement process.Participation in the PPME will be at each organisation’s own cost. No expense in responding to this PPME will be reimbursed by the Council.

two.2.4) Description of the procurement
The Community Short Breaks (CSB) Service provides a break for parents and carers, whilst their children stay, for a short amount of time, in a safe and suitable setting. Having access to this support has important benefits for both carers and their children, helping the carer continue to care for their child and providing the child with a change from daily routine and an opportunity to develop new skills and mix with their peers. The CSB Service is an offer from the Council to all children and young people (CYP) with special educational needs and/or disability (SEND) in Hertfordshire, which includes the following aims:1. To offer more disabled CYP access to a short break service;2. To increase the range of short break activities; and 3. To help those families who need extra support.The Council has a statutory duty to provide a full range of short break services to CYP with SEND which is sufficient to assist their carers to continue to provide care or to do so more effectively.The Council’s vision is that every CYP with or without additional needs is given the opportunity to thrive in their families, in their schools and settings, and in their communities. The overall purpose of the CSB Service is to improve outcomes for CYP with SEND and to support families within the local community. Through accessing these services, CYP should have the opportunity to achieve their potential, make choices about their lives with increased independence and have fun.See section II.1.4 above, section VI.3 below and the PPME documentation provided for further details.
