Description
The Countess of Chester Hospital NHS Foundation Trust seeks to award a contract for the provision of a comprehensive healthcare laundry service. The requirement includes the collection, processing, hygienic laundering, finishing, and delivery of Trust owned linen to all relevant clinical and non clinical areas. The supplier must provide a reliable, compliant service aligned with HTM 01 04 standards, ensuring consistent linen availability to support ward operations, theatres, emergency pathways and inpatient services.
As part of the service delivery, the supplier must implement and maintain an item level asset tracking solution at an agreed unit cost. This includes the application and reading of tags, the provision of tracking data, and the reporting of linen movements, losses, and stock levels. The supplier must support the Trust during mobilisation to ensure sufficient volumes are tagged, processed and ready for service commencement.
The contract covers all necessary labour, equipment, transport, materials and technology required to deliver the service safely and consistently. Services must be supplied in accordance with the performance standards and KPIs specified within the procurement documentation, including adherence to delivery schedules, quality thresholds, contamination controls and reporting requirements.
The procurement was conducted as an open above threshold competition via Atamis under reference C403527. The Trust confirms that the process was carried out fairly, transparently and without disadvantaging any supplier. In addition, a UK2 Pre Market Engagement Notice was published on the Find a Tender Service to provide early market visibility and equal access for all potential participants.

The Countess of Chester Hospital NHS Foundation Trust conducted an open, above-threshold procurement process via Atamis (reference C403527) for the provision of a wash and return laundry service, including item-level asset tagging.
The procurement was undertaken in accordance with the relevant public procurement legislation and the Trust's Standing Financial Instructions. The process was conducted fairly, transparently, and in a non-discriminatory manner. All bidders were treated equally, and no supplier was disadvantaged at any stage of the competition.
To support early market awareness and encourage competition, the Trust published a UK2 Pre-Market Engagement Notice on the Find a Tender Service in advance of issuing the tender. Pre-market engagement activity was undertaken to inform the specification and raise awareness of the opportunity among potential providers.
Following completion of the open procedure, only one compliant tender was received. The bid was fully evaluated in accordance with the published evaluation criteria and was confirmed as compliant with the technical, commercial, and mandatory requirements of the procurement documents.
Given that a full and compliant open competition has been undertaken, the opportunity was openly advertised and subject to pre-market engagement, only one compliant tender was received, the submitted bid meets the Trust's requirements and represents value for money the Trust considers it proportionate and justified to proceed by way of Direct Award under the relevant provisions of PA23.
Proceeding in this manner will ensure continuity of a critical patient-facing support service and will enable a compliant contract to be in place ahead of the expiry of the current arrangement on 31 March 2026. Failure to award at this stage would present an unacceptable operational and clinical risk to the Trust.
