Essex County Council (ECC) commissioned an All Age Recovery Co- ordination Service (AARCS) for people with substance misuse issues in 2016. AARCS provides the backbone of the substance misuse treatment system in Essex. This is a holistic recovery service which moves people out of substance misusing by ensuring that their physical, psychological, social and employment needs are met with a planned programme of sequenced activities.
This service was contracted under an initial term of five years with an option to extend for a further two years, therefore, resulting in a maximum duration of seven years.

This is a Provider Selection Regime (PSR) contract modification notice, under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally modified.

The All Age Recovery Co-ordination Service (AARCS) is a fully integrated service for both adults and young people needing support with alcohol and or drug dependence. AARCS provides a broad range of community-based support and interventions, including engagement with wider partner agencies to aid and enhance sustained recovery, including criminal justice, housing, education, training, employment and mentoring support.
AARCS also makes a significant contribution to ECC's commitment to safety, for example, delivering advice and education to children and young people, as well as other preventative approaches to break the cycle of inter-generational dependency, thereby interrupting the supply and demand for drugs, and in turn reducing the risk of those being drawn into offending behaviour and/ or criminal exploitation. Importantly, the Drug Rehabilitation Requirements (DRRs), a community treatment order for drug misusing offenders is delivered by this service and provides an important element of both community safety and the effective rehabilitation of offenders.
The model for delivery of the service supports the Council's commitment to place based working. Providing peripatetic support, from satellite and co located settings across the County to deliver community based interventions which can be adapted and flexed to meet the specific needs of individuals and groups within the local area.

The Council has secured governance approval to enact a contract extension for the AARCS service for a period of six (6) months, commencing on 1 April 2024, at a maximum total cost of £978,775.

The proposed extension of six (6) months will avoid the potential risk of a break in service delivery of the service which would be detrimental to the needs of vulnerable adults experiencing alcohol and drug dependence, as well as other multiple and complex needs, who are unable to navigate complex service pathways without support; this would result in their needs escalating, and creating undue pressure on costly public health services who do not have the capacity or expertise/experience to provide support.
