two.2.4) Description of the procurement

NHS Arden & Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of the Commissioner(s), NHS Derby & Derbyshire CCG (CCG), wish to commission a Continuing Healthcare Assessment, Review, Case Management and Brokerage Service and invite interested providers to submit their expression of interest for this service.

The successful service provider will be responsible for delivering an ‘end to end’ service in terms of assessment, case management and review of patients funded by the CCG to ensure patient safety, effectiveness and both clinical and financial benefit. The service will include negotiation and financial oversight of Personal Health Budgets (PHBs) and implementation and delivery of an effective and efficient Brokerage Service.

NHS Derby and Derbyshire CCG wishes to commission a service compliant with the nationally mandated tools set out above, and in addition require the service to provide the following:

• The case management of Section 117 aftercare patients

• The case management of individuals in receipt of joint funding both adults and children and young people with complex needs.

• The case management of an identified caseload of individuals who are in the Transforming Care cohort

• The Case management of a Dowry and Retraction caseload

• Manage Court of Protection/Depravation of Liberty Safeguards (CoP DoLs) for all cases the service manages on behalf of the CCG.

• Manage Subject Access Request (SARs) relevant to the service

• Manage Complaints and Appeals and interagency disputes relating to the caseload

The service is a Schedule 3 Service and is being procured under the Light Touch Regime (LTR) of the Public Contract Regulations 2015. This notice is a Prior Information Notice under the permitted procedure for social and other specific services, as provided for in the Public Contracts Regulations 2015 - Regulation 48. In accordance with Regulation 32(b)(ii) of the Regulations, interested parties should note that the contract for the services may be awarded without further publication and interested parties should express their interest in writing by following the instructions below.

Providers willing to Express an Interest will be required to respond to a series of questions which are scored on a "Pass/Fail" basis. The scoring criteria for each question is stipulated within the question. Only providers who score a "Pass" on all "Pass/Fail" questions will be deemed compliant & capable. Depending on the outcome of the Expressions of Interest, the Commissioner reserves the right to direct award to provider(s) with no further competition. Depending on the number of providers who Express an Interest and score a "Pass" on all "Pass/Fail" questions, then the Commissioner may seek to undertake a Provider selection process.

The annual value of this procurement is estimated to be £4.6 million per annum. This is based on historical activity and is not guaranteed. The Contract will be awarded for 2 years, commencing on the 1st April 2022, with the potential to extend for a further 12 months at the discretion of the CCG.

The number of patients supported will be circa 4,000. In order to apply you must have had at least 3 years’ experience of successfully delivering a Continuing Health Care Service commissioned by a Clinical Commissioning Group that is of at least the caseload size of Derby and Derbyshire.

The deadline for expressions of interest is 1700hrs on the 15th July 2021. No expressions of interest after this time will be accepted.
