As part of Justice Devolution arrangements between Greater Manchester Combined Authority (GMCA) and Her Majesty’s Prison and Probation Service (HMPPS), it has been agreed that HMPPS will devolve their national ‘Dynamic Commissioning Framework’ responsibilities for commissioning of services through to GMCA.

The devolved approach for Greater Manchester is entitled ‘Greater Manchester Integrated Rehabilitative Services’ (GMIRS). This approach is designed to offer a less structured and more locally tailored interventions which will draw on the experience, innovation and skill within the private and voluntary, community and social enterprise sectors (VCSE), to provide effective rehabilitation and resettlement services that address criminogenic needs unmet by NPS through their programmes, Accredited Programmes, Unpaid Work and Structured Interventions.

Just as per the national HMPPS Dynamic Framework, all of the services which form part of the GMIRS will need to work on a referral and compliance basis with the National Probation Service through a Case Recording System. This may sometimes be referred to as the 'Digital Tool / Solution' in other HMPPS documents or training packages. This is a mandatory requirement.

For Greater Manchester the probation service relationship will solely be with the National Probation Service - Greater Manchester Region. There are also a number of minimum requirements and other specific activity required by HMPPS which form part of this specification.

two.2.4) Description of the procurement

The Integrated Resettlement Accommodation Service does not directly provide accommodation but supports individuals to prevent loss of tenancy or stable accommodation, or to achieve safe and stable accommodation via existing pathways. The scarcity of accommodation is acknowledged as a real challenge in achieving settled and sustainable outcomes for individuals.

GMCA and HMPPS want to develop a person-centred support model for people who are homeless or at higher risk of homelessness upon release from prison. By providing a skilled case management service for individuals from custody into the community, we seek to deliver a preventive model and reduce the likelihood of both reoffending and homelessness. Of greatest risk to the individual, and potentially the public, is rough sleeping, a form of homelessness that must be avoided.

In the current funding environment, there are a number of unknowns. The cohort focus may change depending on the impact on demand from services being commissioned through parallel programmes of work including the Ministry of Justice Community Accommodation Scheme 3 (CAS 3). However, the outcomes and aims for individuals here would remain constant. We are looking for a Provider who is agile and can work proactively and flexibly with HMPPS, GMCA and other statutory organisations to add value to the current and evolving system.

CAS 3 has the potential to deliver temporary accommodation for individuals at risk of homelessness at point of release. The Integrated Resettlement Service should work with the CAS 3 programme to deliver the best outcomes for individuals.

We are looking for a Provider who wants to develop a service in collaboration with key stakeholders that is informed by ongoing evidence and insight from individuals with lived experience of criminal justice and accommodation services.

This service will support anyone returning from custody to Greater Manchester from any prison. Key workers should hold a case load ‘across the gate’ i.e. working with individuals when they are in custody and continuing to support them post-release in the community to progress their sentence plan towards sustainable outcomes with a focus on suitable and stable accommodation.

The Greater Manchester Combined Authority will incorporate a minimum 10 day standstill period at the point the information on the award of the contract is communicated to tenderers prior to entering into the contract.

If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the authority to amend any documentation and may award damages. If the contract has been entered into the Court may, depending on the circumstances, award damages and/or shorten or order the contract ineffective.
