Justification for not publishing a preliminary market engagement notice
This procurement was initiated following the sudden allocation of external funding which required swift deployment. Due to the late notification of this funding and the short timeframe between initial contact from the service and the required contract start date, there was insufficient time to undertake meaningful premarket engagement.
